Accessible during the Crests of a Turbulent Sea event only.

When the Controller Doll inside the previous Hebian-To Advanced Tower was defeated, a camp spawned outside this tower. At the camp was a Hebian-To Camp Major, when defeated it summoned a portal to the Hebian-To Middle Guard Camp, from which the Guard Tower could be accessed.

After the Controller Doll here was defeated, the camp to access the final Hebian-To Reinforcements Tower appeared.
