Contracts are mainly obtained by purchasing them from contract brokers and select vendors, however some can also be acquired from quest NPCs or found as trophies.
You can also find assistant NPCs with the contract brokers in each of the four starters towns, they give out experience rewards everytime you complete 5 contracts in the level 50-100 range. See 50-100 Contracts Quest for details.
